Lewes and Rehoboth Beach Mortgage Hub: Coastal Flood Zones, Jumbo and Second Homes — Hen & Harbor
Updated October 2026
A Lewes primary residence, a Rehoboth Beach getaway and a Dewey Beach rental can require three different mortgage strategies. Along the Cape region, occupancy, flood exposure, insurance and association obligations deserve attention before the interest-rate comparison begins.
Establish occupancy and the conforming threshold
The 2026 baseline conforming limit is $832,750 in Sussex County, the same as in Delaware’s other two counties. A property priced above that amount does not automatically require jumbo financing: the mortgage amount after your down payment determines whether it exceeds the limit. Review the framework through FHFA Loan Limits.
Second-home financing is not interchangeable with investment-property financing. Tell the lender how you intend to use the property, whether a rental manager will be involved and whether projected rental income is needed to qualify. Do not build an approval plan around income the selected program will not accept.
Jumbo lenders may require different reserves, down payments and documentation. Use our arm versus fixed calculator to examine payment scenarios, including adjustments after an introductory rate period rather than assuming a future refinance will solve them.
Price coastal risks before making an offer
Obtain address-specific homeowners and flood-insurance quotes early. A property’s flood-zone designation can affect lender requirements, while elevation, building characteristics and coverage choices influence premiums. A location outside a high-risk mapped zone does not mean flood risk disappears.
For a condominium or attached community, request:
- Master insurance coverage and applicable deductibles.
- Reserve information, structural reports and pending assessments.
- Rental restrictions and project-eligibility documentation.
- Details of what the association policy leaves for your own coverage.
The Consumer Financial Protection Bureau offers a useful framework for comparing total mortgage costs. Keep flood premiums and association dues visible even if they are paid outside the lender’s escrow account.
Separate primary-home benefits from vacation-home costs
Welcome Home, Home Sweet Home and other Delaware State Housing Authority assistance should be evaluated for an eligible primary residence, not assumed available for a vacation purchase. Likewise, verify first-time buyer transfer-tax credit eligibility before including savings.
Delaware’s statewide transfer tax totals 4.0%, ordinarily split into 2.0% buyer and seller shares. Ask the closing attorney about any additional local transfer charges for the exact municipality. A Delaware-licensed attorney must handle settlement.
Sussex County’s reassessment means historical tax bills need updating. Annual property taxes may remain relatively low, but coastal insurance can materially change the payment. Use our monthly payment calculator to assemble the full carrying cost with Hen & Harbor before committing to a beach-area purchase.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.
Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.
- Consumer Financial Protection Bureau (CFPB) — Loan Estimates, APR and borrower disclosures; Regulation Z.
- U.S. Department of Housing and Urban Development (HUD / FHA) — FHA program guidance.
- U.S. Department of Veterans Affairs (VA) — VA loan eligibility and benefits.
- Freddie Mac Primary Mortgage Market Survey (PMMS) — published rate benchmarks.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
