Updated October 2026

A home outside Middletown or in rural Kent or Sussex County may qualify for USDA financing even when it is within commuting distance of major employment centers. Eligibility follows the exact property address and program rules, not a countywide promise that every home is rural.

Verify the address and household before shopping

USDA's guaranteed purchase program can finance an eligible primary residence with no required down payment. The property must fall within an eligible area, and household income must satisfy the applicable limit after permitted adjustments.

Two income calculations matter: household income for program eligibility and qualifying repayment income for the mortgage. An adult household member's earnings may affect the first calculation even if that person is not borrowing.

Before making an offer, have the lender establish:

Second homes, vacation purchases, and income-producing investment properties do not fit the standard owner-occupied USDA purchase program.

Zero down does not mean zero closing cash

A $300,000 purchase can still carry a standard $6,000 buyer share of Delaware's realty transfer tax. The total tax is 4.0%, composed of 2.5% state and 1.5% local tax, customarily divided equally between buyer and seller.

An eligible first-time buyer could reduce that $6,000 by $2,250 through Delaware's state-share credit. Review requirements with the Delaware Division of Revenue. Attorney fees, title charges, prepaid homeowners insurance, and escrow deposits remain separate costs.

Seller contributions may cover eligible expenses within program limits. Financing some closing costs can be possible when the appraisal supports it and program requirements are met. USDA's upfront guarantee fee and annual fee must also appear in the comparison.

Compare USDA with assistance-supported alternatives

Ask the Delaware State Housing Authority participating lender whether Welcome Home, Home Sweet Home, or another current offering supports your proposed USDA transaction. Do not assume every DSHA benefit can be layered with every mortgage.

An eligible 3% to 5% interest-free assistance second loan may make a competing FHA or conventional structure worth comparing. Delaware Diamonds may also matter for qualifying healthcare, education, first-response, and public-sector employment.

Use Hen & Harbor's closing cost estimator to separate down payment from settlement expenses, then compare full payments in the monthly payment calculator. Include current reassessed taxes rather than a listing's historical estimate, and obtain the required Delaware licensed attorney's closing quote before finalizing your cash target.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
