Updated October 2026

A Wilmington buyer may qualify for state assistance and a local homeownership program, but that does not mean both awards can automatically fund the same closing. Successful stacking depends on geography, current funding, household eligibility and whether each program accepts the other program’s lien and repayment terms.

Establish the DSHA foundation first

The Delaware State Housing Authority offers pathways including Welcome Home, Home Sweet Home, First-Time Homebuyer Down Payment Assistance and Delaware Diamonds. These names represent distinct options and eligibility frameworks, not four benefits every buyer can combine.

First-Time Homebuyer Down Payment Assistance can provide a 3% to 5% interest-free second loan under applicable program terms. Interest-free does not necessarily mean forgiven: review repayment triggers, occupancy requirements and what happens upon sale or refinancing.

Delaware Diamonds serves eligible healthcare workers, educators, first responders and state or municipal employees. Confirm qualifying employment, available funding and compatibility with the chosen first mortgage through the Delaware State Housing Authority.

Check local geography and lien compatibility

A Wilmington address and an unincorporated New Castle County address can fall under different administering agencies. Local assistance may have separate income calculations, purchase-price ceilings, homebuyer education requirements and property standards. Availability can change when an allocation is exhausted.

Before counting multiple awards, obtain answers to these questions:

The lender must approve subordinate financing, and Delaware’s closing attorney must reconcile the documents and disbursements. Two preliminary eligibility emails are not the same as two funded commitments.

Add the transfer-tax credit without double-counting

On a $300,000 purchase, the customary 2.0% buyer transfer-tax share is $6,000. An eligible first-time buyer’s 0.75% state-share reduction would save $2,250, lowering that example to $3,750. The maximum reduction is $3,000 on the first $400,000 of price.

Verify eligibility through the Delaware Division of Revenue. This credit reduces a closing expense; it is not another assistance loan or cash payment to the buyer.

Use Hen & Harbor’s closing cost estimator to build the remaining cash requirement, then request a financing review. Track every source separately so grants, second loans, seller credits and personal funds cover eligible costs without exceeding what the closing actually requires.

Editorial Methodology & Primary Sources

Verification date: Not recorded; check the primary source and lender timestamp before relying on an estimate.

Rate comparisons use participating lender feeds, not a whole-market survey or guaranteed offers. Freddie Mac PMMS is a market benchmark, not a personalized quote. Calculator models rely on published regulatory formulas and disclosed assumptions rather than fabricated first-person loan testing.

Monthly principal and interest use the amortization formula P × r / (1 − (1 + r)−n), where r is the monthly note rate and n is the number of payments; at zero interest use P / n. PITI adds monthly property taxes and homeowners insurance; PMI is separate. APR includes applicable finance charges under Regulation Z and is not the note rate used for payments. Compare lender Loan Estimates for actual APR and fees.

The payment snapshot uses illustrative annual taxes of 1% of home price, $1,200 insurance and 0.5% PMI below 20% down, not verified local quotes. Other calculators disclose their inputs and assumptions. Published guidance and lender feeds may change independently; confirm current program rules, taxes and offers before a decision.
